The Moderate Level is established when the analysis of information obtained by the SIS Antiterrorist Centre of the Republic of Moldova and recent events indicate conditions conducive to the development of risk factors that may subsequently lead to terrorist attacks.

When this Terrorist Alert Level is established, in addition to the measures indicated for the Blue Code, the following is recommended:

  1. Whenever possible, avoid crowded public places.

  2. When in the street or using public transport, carry identification documents with you and present them upon the first request of law enforcement officers.

  3. When inside public buildings (shopping centres, bus and railway stations, airports, etc.), pay attention to the location of emergency exits and evacuation route signs for fires or other crisis situations.

  4. Pay attention to suspicious persons and vehicles appearing in areas adjacent to residential buildings.

  5. Discuss an emergency action plan with your family:
  • explain to children the rules of conduct on public transport and in the street.

National Terrorist Alert System

The National Terrorist Alert System (hereinafter – NTAS) is a mechanism for alerting and informing the population about potential terrorist threats and for organizing and coordinating measures aimed at preventing and deterring terrorism, depending on the assessed security situation in the country.

The NTAS is based on the principle of individual responsibility: every individual or legal entity is required to take the existing threat into account and undertake the necessary measures provided for by Law No. 120/2017 on Preventing and Combating Terrorism.

The NTAS consists of four levels, distinguished by four codes (represented by colours), reflecting the degree of risk according to the intensity of the terrorist threat:

Low Level
Established when information collected by the SIS indicates a low risk of terrorist acts occurring.
Moderate Level
Established when the analysis of information obtained by the SIS and recent events indicate conditions conducive to the development of risk factors that may subsequently lead to terrorist attacks.
High Level
Established when information obtained by the SIS and recent events indicate an increased risk of terrorist attacks (intentions to carry out a terrorist attack are known), but the risk is not imminent.
Critical Level
Established when information obtained by the SIS indicates an imminent risk of one or more terrorist attacks, whether simultaneous or otherwise, or when terrorist attacks have already been carried out.

The terrorist alert code is established either nationwide or for a specific region and may be changed in the context of major public events taking place in the Republic of Moldova, including events of an international nature.

The establishment, change or cancellation of a Terrorist Alert Level, as well as its duration and geographical scope, is determined according to developments in the security situation in the field of preventing and combating terrorism, by order of the Director of the Security and Intelligence Service, upon the proposal of the Head of the Antiterrorist Centre.

Sistemul național de alertă teroristă

Sistemul național de alertă teroristă (în continuare – SNAT) reprezintă un mecanism de înștiințare și informare a populației despre eventuale pericole teroriste, de organizare și coordonare a acțiunilor de prevenire și descurajare a terorismului, în funcție de gradarea situației de securitate în țară.

SNAT se bazează pe principiul responsabilității individuale: fiecare persoană fizică sau juridică, în mod particular, este obligată să țină cont de pericolul existent și să întreprindă măsurile necesare prevăzute de Legea nr. 120/2017 cu privire la prevenirea și combaterea terorismului.

SNAT este constituit din 4 niveluri, distinse prin 4 coduri (exprimate în culori), ce reflectă gradul de risc în funcție de intensitatea manifestării pericolului terorist:

Nivel Scăzut
Stabilit în cazul în care informațiile acumulate de SIS denotă existența unui risc scăzut de producere a unor acțiuni teroriste.
Nivel Moderat
Stabilit în cazul în care analiza informațiilor obținute de SIS și evenimentele recente indică existența premiselor de dezvoltare a unor factori de risc, care, în consecință, pot provoca comiterea atentatelor teroriste.
Nivel Ridicat
Stabilit în cazul în care informațiile obținute de SIS și evenimentele recente denotă existența unui risc crescut de producere a unor atentate teroriste (intențiile de comitere a atacului terorist sînt cunoscute), însă riscul nu este iminent.
Nivel Critic
Stabilit în cazul în care informațiile obținute de SIS denotă existența riscului iminent de săvârșire a atentatelor teroriste ne/simultane sau despre atacurile teroriste deja comise.

Codul de alertă teroristă se stabilește la nivelul întregii țări sau pentru o regiune anumită și poate fi modificat în contextul unor evenimente publice de rezonanță derulate în Republica Moldova, inclusiv de factură internațională.

Stabilirea, schimbarea sau anularea nivelului de alertă teroristă, termenul și aria de instituire a acestuia se efectuează în funcție de evoluția situației de securitate pe segmentul prevenirii și combaterii terorismului, în baza ordinului directorului Serviciului de Informații și Securitate, la propunerea șefului Centrului Antiterorist.
